State devolution has combined with social movement pressures to give communities increasing access and rights to southern forests, making development of effective local participation in sustainable resource management crucial. This paper discusses an experience of participatory research in Central America, which sought to help two grassroots forest organizations, the Association of Forest Communities of Petén, Guatemala and the Farmer to Farmer Programme of Siuna, Nicaragua, to respond to new organizational and political challenges by developing their internal capacity for research and analysis. Community-based 'para-professional' social researchers were trained to carry out studies of their communities' experiences with natural resource management, including strengths, problems and possible response strategies. The collaborative research initiative also encountered problems of inequality, uneven education and skills and concerns with validity. The results of this experience indicate that with appropriate support, community-based research and researchers can help engender collective refl ection, strengthen local organizational capacity and contribute knowledge and analysis in support of forest community movements' efforts to promote local resource rights and more sustainable development.

At their most local, initiatives to reduce emissions from deforestation and degradation (REDD) will depend on rural people to manage forest resources. Although the design of frameworks, mechanisms and arrangements, to implement REDD programs have received significant attention, it is not yet clear how REDD+ will function on the ground or how the participation of local populations will be assured. Community forest management (CFM) could be an option under REDD+ depending on how it is negotiated, largely because of the expectation that CFM could reduce emissions from deforestation and degradation. Examining institutional factors in the emergence of successful CFM systems and local forest enterprises could provide valuable lessons for REDD planners. We examine cases of CFM development in Mexico, Brazil and Bolivia, to assess the role of multi-scaled governance institutions in their development. Comparing and contrasting advanced CFM systems to regions where it is still emerging, we will show how the establishment of a local organizational base for communal resource management is crucial.

In Bolivia's Northern Amazon, forests long used for the extraction of non-timber forest products (NTFPs) are now experiencing increased logging. The extraction of timber and economically important NTFPs such as Brazil nuts (from the emergent forest tree Bertholletia excelsa) is occurring in the same forests and provides a clear opportunity to integrate management decisions and planning. Bolivia's forestry legislation allows, in principle, the management of multiple forest resources. However, there is little evidence that the opportunity has led to greater integration of management decisions and practice. Actually, management of each resource is typically carried out by different stakeholders with resident families responsible for Brazil nut gathering while logging companies carry out the timber harvest. This paper analyzes community forest management plans in Northern Bolivia to examine whether community residents participated in the development and implementation of the timber management plans, and the extent to which proponents of timber management plans attempted to integrate Brazil nut management into timber harvesting. The research draws on analysis of approved timber management plans for community forests and focus group interviews with residents in selected forest communities. Based on observations, the paper concludes that multiple-use management in these forests could be improved by strengthening community level institutions by confirming their authority over timber management operations and by building capacity to oversee and monitor the extraction activities of loggers working on their land.

In many developing countries, tenure in forests is not clear and subject to dispute. This will place limits on the effectiveness, efficiency and equity (3Es) of REDD+. In spite of the attention paid to the problem of insecure tenure to date, there has been little progress toward clarifying tenure arrangements. National governments need to take proactive steps to clarify tenure.

Forest devolution is meant to provide communities with greater decision-making power over the use and future of tropical forests. However, devolution policies have not always had the intended effect; in some cases they have caused or furthered the disenfranchisement of the poor, the creation of open access conditions, resource conflict and forest degradation. These problems are likely to arise when forest communities are at a disadvantage when interacting with other local players and are unprepared for their new opportunities and responsibilities due to their physical remoteness, cultural isolation, low literacy rates or lack of experience in formal planning and negotiation. This paper discusses how a participatory method to facilitate thinking about the future—called future scenarios—can help change the way forest communities and local governments interact. The paper reviews a growing body of literature on future scenarios and shares first-hand experiences with future scenarios in forest communities in the northern Bolivia Amazon and the central provinces of Vietnam. It finds that under the right conditions, the use of future scenarios allows forest communities to collaborate more effectively with local government, better assume responsibilities when given control over forests under devolution schemes and self-organize to benefit from the opportunities that communal control over forests offer. Future scenarios help communities think about dependency, vulnerabilities and ways to prepare for the future; the methods develop organizational capacity and encourage internal democratic processes and planning. Community leaders become more vocal and assertive in meetings with local government, and marginalized groups within communities, such as women or the poorest segments, make their voices heard. However, the methods are less effective when facilitation skills are not available or where government or other interests are threatened by local constituents, Future scenarios are not without their pitfalls and do not work in all situations, but given the appropriate context they can create "break-through moments" that improve collaboration between communities and local officials.

This study adopts an institutional approach to analyze the way in which informal rules, in their interaction with formal rules, shape the use of forest resources by diverse types of smallholders and communities (i.e., indigenous people, agro-extractive and traditional communities) in Latin America. Attention is given to understanding the 'working rules', comprising both formal and informal rules, that individuals use in making their decisions for land and forest resources access and use, which in turn affect benefits generation and distribution from such resources use. The dichotomy between formal and informal institutions take on relative importance, it is their interaction that matters in assessing human behavior. Three areas of behavior that affect forest resource use by smallholders and communities are examined: (1) the interface of formal rules, often contained in written laws, and practiced 'rules of the game' that guide how smallholders and communities control, allocate, legitimize and enforce land and forest tenure rights, (2) local systems for forest resource use and management under the imposition of formal regulations and models, and (3) smallholder interaction with markets influenced by the constraints and opportunities produced by formal regulations. The principal findings suggest that in spite of the fact that many governments have introduced progressive policies intended to benefit rural populations and their forest use, it is questionable the extent to which such policies have actually brought about any real change to benefit communities. Exploring the role of informal institutions, as they interact with formal law, is important to explain these outcomes in practice. This study draws on five case studies that provide evidence supporting this argument. Field research was carried out from 2006 to 2007 in four different countries: Bolivia, Brazil, Guatemala and Nicaragua.

We discuss the extent of compatibility of timber and non-timber forest product (NTFP) extraction in two neotropical localities from biophysical, social, and institutional perspectives: the community concession forests of the Pete´ n, Guatemala, and extractivist communities in northern Bolivia. In both localities, timber is harvested via reduced-impact logging (RIL) practices. In Guatemala, themain NTFP extracted is foliage from the understory xate palm (Chamaedorea spp.); in northern Bolivia, the fruits of the Brazil nut tree (Bertholletia excelsa). The Guatemalan case suggests a relatively high degree of compatibility due to low timber harvesting intensities, coupled with temporal, spatial, and social segregation of xate extraction in a well-defined land tenure system. In northern Bolivia, forest management regulations pay little attention to NTFPs and land tenure issues and related conflict complicate efforts to limit timber harvesting impacts on Brazil nut trees. The introduction of timber management plans overlain on customary property rights systems in which the extraction of Brazil nut is organized could undercut its management system. The two case studies suggest that specific legislative, education, and project interventions may help to promote the compatibility of timber and NTFP extraction and management. These include formal training of foresters on NTFP ecology and management while taking into account the perspectives of multiple stakeholders in the design of management plans. Tropical forest users, researchmanagers, and policymakers will also better understand the need for integrated management of timber and NTFPs, if the trade-offs and potential economic benefits from NTFP extraction are clarified.

Natural forest regrowth is critical for restoring ecosystem services in degraded landscapes and providing forest resources. Those who control tenure and access rights to these secondary forest areas determine who benefits from economically charged off-farm opportunities such as finance for forest restoration, selling carbon credits, and receiving payment for ecosystem services. We explore multiple dimensions of secondary forest governance in Peru, where the lack of official government statistics of the extent, geography, and ownership, coupled with low state capacity, prevents the development of governance structures that could stimulate their sustainable management. In this paper, we review the challenges to secondary forest governance, and the opportunities to strengthen it, focusing on beneficial outcomes for smallholder farmers. We characterize secondary forest types, extent, and persistence in Peru, followed by a presentation of the social dimensions of their governance. We identify four entry points for government to take action: national mapping of the socio-geography of second growth forest, regularize the property rights of untitled landholders, relax forest regulations, and provide incentives, not sanctions, for secondary forest management. Overall, we recommend folding secondary forest governance into a landscape approach. In Peru, strengthening local forest governance could help to drive benefits of climate change mitigation incentives directly to local forest stewards.

Forest devolution and government decentralization have increased community control over forests. Remoteness, low literacy, and lack of formal planning experience often leave forest communities unprepared for their new responsibilities. Forest communities need to develop skills that allow them to establish goals and make decisions transparently and democratically and to negotiate effectively with other local actors if they are to become more proactive participants in local governance processes. In Bolivia and Vietnam we tested four adaptations of scenario-based methods to assist forest communities to develop these skills. This article reflects on the strengths, limitations, and new applications of these methods. The methods encourage participation by members who have little experience with structured planning, including the most marginalized: women, elderly, and illiterate participants. The methods are useful as planning tools, for generating records of decisionmaking processes, and for preparing for negotiations between communities and local governments

This occasional paper is based on the results of a three-year project examining the emergence of forest-based grassroots movements in Latin America. Funded by the Ford Foundation, the Support to Grassroots Community Forestry Organizations in Central America and Brazil Project sought to understand how grassroots groups develop and influence conservation and development. The project focused on four noteworthy cases in Central America and Brazil, each representing 'successful' broad-based collective action to defend local control and use of forest lands. Cases included the Association of Forest Communities of the Petén in Guatemala, the Siuna Farmerto-Farmer exchange programme in Nicaragua, the Mamirauá Sustainable Development Reserve in the Brazilian state of Amazonas, and the Brazilian rubber tapper movement in Acre. Although the context and outcomes varied, in these cases grassroots collective action to defend local livelihoods emerged when initially weak government institutions attempted to counteract chaotic frontier conditions through the imposition of conservation and development initiatives, provoking local resistance. A combination of indigenous capacity for collective organization and significant external assistance helped produce grassroots forest movements capable of becoming proactive partners in the management and defence of protected areas. These groups still confront external incursions into their hard-won resources rights and strive to respond to changing membership needs. The cases suggest that local communities can become effective forest stewards when acquired rights are duly recognized, avenues exist for meaningful participation, costs and benefits are distributed fairly, and appropriate external support is provided.

On-farm timber production is an important subsistence and economic activity of smallholder farmers around the world. Farmer investment in wood production and the degree of formality in the sector depends on access to and conditions of the market, the nature of the regulatory frameworks that govern rights to and movement of timber, and access to financing. We evaluate the process of formalization of a thriving and adaptive existing supply chain for small-dimension lumber originating in the fallows of smallholder farmers in the Peruvian Amazon. Through field research over three years based in semi-structured interviews with diverse actors in the Amazon, we found that the supply chain for fallow timber is driven entirely by informal and some illegal transactions. A key reason for this is the lack of an appropriate regulatory mechanism by which producers can gain authorization to harvest and sell this timber. We identify conditions necessary to formalize this sector, and evaluate the degree to which these are met under several scenarios. We recommend that the state develop mechanisms that recognize property rights of long-term residents and establish a simple fallow forestry registration mechanism; and that local governments or non-governmental organizations adopt adaptive and collaborative approaches to support farmers and provide training, information and networking among actors. State recognition of and support for fallow forestry, coupled with producers organizing for collective action on processing and marketing their timber, could result in the formalization of a significant volume of timber, improvements in income security for rural people, and the development of local entrepreneurial activities.

The Center for International Forestry Research has developed and adapted various participatory tools for use with forest communities and other natural resource dependent groups. The tools have diverse applications: stakeholder identification, decision making, planning, conflict management, information collection, landscape assessment and other uses. The Guide to Participatory Tools for Forest Communities is intended for environment and development practitioners, researchers and local government officials. It provides information on various tools to help readers grasp basic capabilities, identify the most appropriate tool for their needs and find resources for additional information. Much like a map, this guide sends readers in the right direction when selecting participatory tools.

This Spanish language book provides an overview of Bolivia's Amazonian department of Pando, its geography and the conditions faced by rural residents and local government. The book's six chapters provide detailed analysis of regional poverty and the government agencies and civil society actors responsible for poverty alleviation. Key topics include how Bolivia conceptualizes poverty, how data on poverty in the country are collected and reported, and how this information results in specific poverty reduction activities. The first three chapters provide a comprehensive overview of Bolivia's policies and legislation related to poverty reduction. Central to these are the Poverty Reduction Strategy and the National Dialogue Law that define the mechanisms that guide actions at the local level. The first three chapters form the introduction to a detailed analysis of poverty in the Amazon region of northern Bolivia, a region that relies largely on forestry production, and where CIFOR has been conducting social research since the mid 1990s. The book provides an excellent introduction to readers interested in poverty at the forest margins in Bolivia.
